Industries lay the foundation and services fuel development. Recently, two key industrial park projects invested by Vanyang Group in Huadu District, namely Huadu (Xiuquan) Vanyang Science and Technology City and Huadu Vanyang Fashion Science and Technology City, have successfully passed the joint completion acceptance. The parks are about to welcome the first batch of enterprise tenants, injecting strong impetus for Huadu to cultivate small-and-medium-sized enterprise clusters and consolidate the foundation of advanced manufacturing industries.

Ranked among China Top 500 Enterprises, Vanyang Group is a leading domestic operator of manufacturing agglomeration platforms and service provider for small and medium-sized enterprise clusters. Since launching cooperation with Huadu in 2024, Vanyang Group has carried out in-depth deployment. It has invested in a total land area of approximately 1,200 mu in Huadu with a planned total construction area of 2.6 million square meters. It is expected to deliver premises to more than 100 enterprises by the end of 2026.

As landmark carriers of the Group’s layout in Huadu, Huadu (Xiuquan) Vanyang Science and Technology City and Huadu Vanyang Fashion Science and Technology City leverage the solid industrial foundation of Huadu National-level Economic and Technological Development Zone to build a modern industrial agglomeration platform integrating production, R&D, office and supporting facilities. Upon completion, the parks will continuously attract upstream and downstream enterprises of the industrial chain, generate around 20,000 jobs for Huadu District, and inject new momentum into regional growth stabilization, employment expansion and industrial chain reinforcement.

The Huadu (Xiuquan) Vanyang Science and Technology City Project is located in the industrial agglomeration area of Qishan Village, Xiuquan Sub-district, Huadu District. It covers a total land area of approximately 114,600 square meters with a total investment of about RMB 1 billion, and is expected to achieve an annual output value of RMB 1 billion upon reaching full production capacity. At present, the first batch of 10 buildings of the project has successfully passed joint completion acceptance, and more than 100 high-quality enterprises have been successfully introduced.

The Huadu Vanyang Fashion Science and Technology City Project is situated in Shiling Town, Huadu District. It has a total land area of approximately 37,000 square meters and a total investment of around RMB 700 million, with an expected annual output value of RMB 300 million upon full-capacity operation. At present, the first batch of six buildings of the project has successfully passed joint completion acceptance, and over 50 high-quality enterprises have been attracted.

From the delivery of cleared land, construction commencement and completion acceptance to the all-round upgrading of surrounding road network, water and power supporting facilities, the efficient delivery of the two projects stems from Huadu District’s continuous optimization of the full-cycle service system for industrial projects. By taking proactive initiatives and resolving difficulties in a targeted manner, the district safeguards the construction and commissioning of key projects with high-quality services. 

Proactive Factor Guarantee

Consolidate Foundations for Project Implementation

During project construction, the Huadu District Industrial Project Service Centre took the lead in setting up a special working group for key Vanyang projects. Focusing on critical nodes including earthwork levelling, pipeline relocation, water power connection and road traffic, it identified bottleneck problems one by one. It coordinated multiple stakeholders including the bureau of planning and natural resources, housing urban rural construction bureau, transport bureau, water affairs bureau, power supply bureau, traffic police brigade and local sub districts and towns. Pragmatic measures including on site work sessions, regular supervision and daily progress briefings within the working group chat group fully advanced project preparation. Xiuquan Vanyang achieved roof capping within 90 days, demonstrating the "Huadu speed" in project construction. To ensure municipal supporting facilities are completed synchronously prior to park handover, the centre coordinated multi department joint efforts to accelerate construction of planned surrounding roads including Zongyi Road and Lihong Road. Power relocation for Hengyi Road was completed 60 days ahead of schedule. Meanwhile, through the "temporary permanent integration" power supply model, application procedures for temporary and permanent power supply were consolidated into "one set of documents for one off processing", enabling seamless connection between project completion and power supply, with all supporting guarantees fully in place.

Iterative Service Upgrading

Unlock Industrial Development Momentum

Against the backdrop of large scale industrial parks with numerous buildings and complex acceptance procedures, the District Industrial Project Service Center innovatively upgraded the full-cycle "Park Steward" service, shifting the service mode from "enterprises running errands" to "stewards providing door-to-door services", and building an immersive and all-round project service system. To tackle the difficulty in divided property-right certification for industrial workshops, the center took the lead in organizing functional departments including natural resources, housing-urban-rural development, science, industry and information technology to conduct special research in Jiangmen, drawing on advanced experience in divided property-right management for industrial premises in pilot regions. It has provided solid institutional support for the first-batch workshops to realize "handover upon completion and certificate issuance upon handover". Centering on the critical milestone of project completion and handover, the "Park Steward" team conducted advance door-to-door liaison, and offered one-on-one targeted guidance for enterprises on key procedures such as planning verification and fire-safety acceptance. A total of 15 bottlenecks in acceptance were identified and resolved, raising the one-pass rate of project acceptance to over 95%. Meanwhile, Huadu flexibly adopted the "phased acceptance and phased handover" model. Qualified factory buildings are prioritized for acceptance and handover to avoid constraints on the overall construction schedule and ensure the smooth settlement and commissioning of the first-batch enterprises.

It is reported that since the beginning of this year, centering on the work guideline of "advancing project landing, boosting construction commencement, facilitating project completion, improving supporting facilities and enhancing services", the District Industrial Project Service Center has successfully driven 20 projects including the Guangdong-Hong Kong-Macao Greater Bay Area Green Energy Valley Solid-state Battery Industrial Park and the Jinbo Commercial Complex to land and start construction, and completed acceptance for 19 projects such as Huadu (Xiuquan) Vanyang Science and Technology City and the expansion project of ZTO Express South China Headquarters, with a total investment exceeding RMB 13 billion.

Going forward, the center will further advance the full-cycle "Park Steward" service model, strengthen government-enterprise interaction and interdepartmental coordination, continuously optimize service measures, and improve the closed-loop handling mechanism for enterprise demands. It will accelerate the landing, construction, completion and commissioning of more key industrial projects, consolidate the foundation for manufacturing development, and strive to build Guangzhou’s northern growth pole.
