On February 26, Huadu District held a high-quality development conference, which has been the "first meeting after the New Year" for the most recent four consecutive years. The Conference was to implement immediately the spirit of the provincial and municipal conferences, sound the clarion call of "sprinting at the very beginning, and maintaining continuous momentum across the entire region by all personnel throughout the whole year", and mobilize the whole District make a good start in the first journey of the critical period of the "15th Five-Year Plan"!

Xing Xiang, Party Chief of the District, said that the "15th Five-Year Plan" was about to unfold fully, and there should be proper momentum at the beginning of the first year, and key actions at the very start. Following the specific requirements of Guangzhou's "Five-fold Guangzhou", Huadu would adhere to economic development as the central task, bend effort to "strengthening industry, expanding domestic demand, and optimizing the environment", accelerate the construction of the "three major systems", pursue the goals of achieving 5.5% annual GDP growth, over 200 billion yuan, and 250 billion in total industrial output value of enterprises above the designated size, and over 70 billion yuan in total fixed assets investment, and strive to make new achievements and create a new environment in the commencing year.

A review of the "14th Five-Year Plan" shows that 

Huadu has realized "four butterfly metamorphoses"

During the "14th Five-Year Plan" period, the whole District of Huadu worked as one to overcame difficulties, stabilize and improve the situation, realize the "four butterfly metamorphoses" through solid hard work, and handed over a high-quality development answer sheet that was heavy and full of quality.

Guided with "strengthening the District with hub industry", and promoted the shift of "development pattern". In the past five years, Huadu has firmly grasped the major opportunities coming with the fact that Guangzhou was given by the state "6+4" city positioning and core functions, and achieve historic breakthroughs in elevating energy level of the hub and the magnitude of major platforms. The role of Huadu has jumped from a geographical gateway to a strategic pivot, and its contribution rate to Guangzhou city's economic growth has climbed from 5.1% in 2021 to 6.6% in 2025. It is now standing at a new historical starting point where it can serve the national strategy and lead regional development!

Empowered with "basing the District on intelligent manufacturing”, and promoted the transformation of "industrial momentum". In the last five years, adhering to the principle of putting industry first and basing the District on intelligent manufacturing, Huadu developed new quality productivity according to local conditions, and promoted the shift from "single pillar" to "diversified coordination" in the wave of industrial transformation. In today's Huadu, the vitality of scientific and technological innovation is surging, the new quality productive forces are merging with accelerated speed, and the momentum for high-quality development is rising ever higher!

Make breakthroughs under the guidance of "developing the District through reform" and promote the transformation of "urban function". In the last five years, Huadu focused on planning and implementing reforms, fully practiced the concept of "people's city", and promote stronger renewal, bigger space and better quality in a holistic way. Today's Huadu is vibrant in investment, caring in people's livelihood, and strong in development. Over the past five years, the population growth rate has far exceeded the national, provincial, and municipal averages, and the District now has a population of over 2.8 million under its real-time governance. The registered capital and number of relocated enterprises have maintained a "dual surplus" for five consecutive years. "Going to Huadu for development" has become the consensus of more and more people and enterprises!

Laid the foundation with "beautifying the District with ecologic system" and promoted the transformation of "green and beautiful ecology". Green development is at the bottom of high-quality development. In the last five years, Huadu firmly practiced the concept of "lucid waters and lush mountains are mountains of gold and silver", did a better job in coordinating ecological construction and economic development, and promoted the improvement of both green content and asset content. Huadu is now ranking among the top three in the city for 7 consecutive years in terms of comprehensive ambient air index. The sky is bluer, the water is clearer, the city is more beautiful; and the "good attractiveness" of lucid waters and lush mountains is transforming into the "high value" of mountains of gold and silver!

Adhere to "strengthening industries" by promoting both manufacturing and commerce.

Efforts were made to accelerate the construction of a modern industrial system featuring echeloned cultivation, integration and empowerment

To modernize the industries is a key and strategic task in the modernization of Huadu. Taking scientific and technological innovation as the guide and the integration of the two industries as the starting point, Huadu will accelerate the formation of a modern industrial development pattern where "100 billion industries lead, 10 billion industries support, and 1 billion industries follow".

Strengthen three hundred-billion level industries. Efforts will be made to promote the accelerated adoption of battery swapping in the automotive industry, support Dongfeng Nissan in implementing a combined strategy of "stabilizing, transforming, and expanding," quicken the implementation of a series of projects, for example, solid-state batteries to supplement and extend the industrial chain, and strive to bring the automotive vehicle output value back to the hundred billion level, achieve over 10% growth in parts output value, and export 50,000 vehicles. 

Promote the take-off of the airport economy. At the city's high-quality development conference, Guangzhou clearly proposed that the areas around the hub should focus on developing the airport economy. Huadu will coordinate the development of airport-related industries such as aircraft maintenance and manufacturing, aviation logistics, and low-altitude economy, aiming for an annual total revenue growth of 15% to cross the130 billion-yuan threshold. 

Promote the new energy industry towards greener development. Relying on the "Green Energy Valley" of the Guangdong-Hong Kong-Macao Greater Bay Area, the District will participate in the whole "generation-grid-load-storage" industrial chain to accelerate the entry into the hundred-billion-level industry cluster. 

Enhance seven ten-billion level industries. Focus on expanding the scale and upgrading the energy level of such industries as fashion consumer goods, tourism and leisure, modern commerce, intelligent equipment, and robotics; promote the high-level construction of the International Fashion Intelligent Port to create a "never-ending" Canton Fair; and strive to establish a Tsinghua University New Materials Academician Workstation for the tackling of core technologies, and accelerating the commercialization of achievements. 

Cultivate four billion-level industries. Vigorously develop exhibition, biomedicine, and health industries, and taking Xiuhu Innovation Future City as the spearhead, make breakthrough research in fields such as embodied intelligence and cellular and gene technology in establishing a "pilot zone" for future industries. 

Secure a place in the new track of artificial intelligence industry. Thoroughly implement the national special action plan of "Artificial Intelligence + Manufacturing" and establish a district-level AI promotion center to advance the construction of the Guangzhou North Computing Power Base; iteratively upgrade Huadu District's digital service platform for new type of industrialization and implement more than 10 typical industrial AI cases; work with 14 universities, including Hong Kong University of Science and Technology (Guangzhou) and Tsinghua University, to organize the 2026 AI Design Competition, and release 14 AI application lists to promote AI empowerment across all industries, and make artificial intelligence a new engine for Huadu's high-quality development.

Adhere to "expanding domestic demand" with culture tourism industry

Accelerate the construction of a consumption system that integrates the whole region and improves the quality of diversification

Expansion of domestic demand is the strategic basis of economic development. Taking the construction of the cultural, commercial, tourism and sports consumption belt in the northern part of the Guangdong-Hong Kong-Macao Greater Bay Area as the starting point, Huadu will vigorously develop three new sports consumption formats, "paddle, skiboard, and surfboard", and carefully organize four special events of "ice and snow, rope jumping, martial arts, and outdoor".

Taking advantage of the main traffic axes of Shanqian Tourist Avenue and Huadu Avenue, Huadu will focus on building five characteristic cultural tourism areas, including the Sunac Xiuhu Fashionable Recreation Experience and the Ecological Health Care Belt Surrounding Prince Mountain, and will strive to welcome 25 million tourists throughout the year and drive cultural tourism consumption to exceed 15 billion yuan.

Adhere to "optimizing environment" with both soft and hard measures

Accelerate the construction of a service system that can provide all-factor guarantee and all-round empowerment

There is no such thing as the best business environment, but better environment. Huadu will always adhere to the principle of "help entrepreneurs, befriend investors, and serve taxpayers", continue to promote the work of "bid and award", and "10+N" in towns and streets, among others, and improve the mechanism of "direct and speedy" response to enterprise demands, to make enterprises develop with peace of mind, create with undivided attention, and live comfortably in Huadu.

Greater efforts will be made to "invest in people". Continue to improve the level of public services such as education and medical care, add more than 6,000 high school places during the year, introduce one provincial key middle school, and upgrade and transform the Children's Park; accelerate the construction of the Huadu Campus of the Provincial Clinical Research Institute of Traditional Chinese Medicine, and promote the commissioning of the Huadu Campus of the Municipal Women and Children's Medical Center within the year. Implement the "Million Talents to South Guangdong" Guangzhou Action, strive to introduce more than 1,000 high-end talents, train more than 10,000 skilled talents, and accelerate the shift of "demographic dividend" to "talent dividend".

Increase attractiveness by optimizing the layout. The District will concentrate to build 3 large "10,000 mu and 100 billion" (10,000 mu, about 1647 acres of land occupation, and 100 billion output value) industrial platforms, and 6 "1,000 mu and 10 billion" industrial industries; the plan is to supply 3,800 mu high-quality industrial land throughout the year, and reactivate 2,200 mu existing land.

Promote investment with better mechanisms. The District will thoroughly implement the "Year of Investment Promotion" action, deepen the reform of the "management committee + company" mechanism of the economic development zone, enable the towns and streets to better play their pillar role in economy development, set up a 2-billion yuan government guidance fund and a 200 million yuan direct investment fund, and strive to attract 2 10-billion level projects, 10 billion-level projects, and 100 100-million-level projects throughout the year.

Bail out and empower with more practical measures. The District will strengthen credit support for private small and micro enterprises, and issue no less than 8 billion yuan of new inclusive loans. A number of industrial policies and measures, major industrial projects, key guarantee elements, etc., were released at the Conference, with the aim to make all-round and multi-dimensional efforts to make the "fertile soil" of Huadu's business environment more fertile.

"The future development of Huadu needs more than ever the cooperation of entrepreneurs who can work hand in hand with us and make progress together. Entrepreneurs, scientists, and startups are welcome to invest in Huadu, take root in Huadu, and become the most beautiful 'flower growers'.  Xing Xiang said that Huadu would implement the spirit of the provincial and municipal conferences, go all out to seek development, move forward with unwavering determination, summon the courage of a galloping steed, ignite the vitality of a thousand horses in full sprint, and sustain the relentless drive of a horse that never stops, so that on the new journey of high-quality development, the District may write an even more splendid chapter of Huadu, and add flower from the "flowering city" of Huadu to the overall development landscape of the province and the city.
