On August 27, the "Connecting ASEAN, Facing the World — Guangzhou Huadu District Policy Briefing (Third Session) on Promoting Solid Progress in Creating the 'Southern Hub', and Supporting Global Expansion of Enterprises" was successfully held.

The Provincial Party Committee’s 15th Five-Year Plan Recommendations instruct to promote the construction of the Baiyun Airport International Business Cooperation Zone and plan the building of a 'Southern Hub' that links ASEAN and faces the world. Huadu District vigorously carries forward the excellent tradition of the "Four Go-Downs to the Grassroots", firmly places economic promotion in an important position. This briefing session, focused on the real needs of enterprises in their international expansion, and covering five key areas — planning guidance, credit insurance, tax services, customs policies, and financial support, provided authoritative policy interpretations and practical skills, like a precise and efficient 'timely rain' of policies to help foreign trade companies expand global markets and deep connection with ASEAN.

The event had a lively atmosphere, with company representatives listening attentively, taking notes seriously, and engaging frequently in interactions. "The content of the briefing ranges from overseas risk prevention and tax compliance management to customs facilitation and cross-border financial support, addressing all the things the enterprises 'really need' when going global in a clear, easy to understand, and practical way," praised a foreign trade company representative sincerely.

Tian Jianmei, a presenter from the Huadu Sub-bureau of Guangzhou Municipal Planning and Natural Resources Bureau, gave a presentation which based on the geographic advantages of Huadu's air-rail intermodal transport, systematically introduced the functional positioning, construction progress, and opening prospects of the Guangzhou International Commercial Port from various perspectives such as spatial planning, platform layout, and channel construction, and explained how this major strategic hub platform provided strategic support for enterprises to seize overseas markets.

Wang Jing, from the China Export & Credit Insurance Corporation Guangdong Branch, offered a deep analysis of key aspects such as credit investigation, order alerts, and accounts receivable management with the assistance of typical foreign trade cases, helping enterprises build a full-chain risk control system for safety of going global that covers prevention before the event, control during the event, and recovery after the event.

Xu Wei, from the Huadu District Bureau of the State Taxation Administration, explained matters about export tax rebate declaration, document compliance, high-risk points, and tax incentives, which clarifies compliance boundaries, and guides enterprises how to standardize financial operations, make full use of favorable policies, and reduce cross-border operational costs.

Yang Yihua, from the Huadu Customs, introduced the policy content, applicable situations, procedures, and tolerance and incentive measures of the proactive disclosure system, guiding enterprises to strengthen compliance self-checks, and manage risks proactively to ensure smooth and efficient customs clearance.

Chen Huiying, from the Bank of China Guangzhou Branch, with focus on cross-border settlement, trade financing, exchange rate hedging, overseas investment and financing, and other special financial products, gave a detailed introduction to how financial tools fit in meeting the full-cycle capital needs of enterprises going global, trying to inject financial momentum for smooth sailing of such enterprises.
